"Compared to American New Urbanism, the European approach - particularly in Britain - is more influenced by environmental considerations, social justice, economic progress, and a more interventionist style of Government". In December, Prescott will bring ministers form all EU nations together i Bristol to create a "code for sustainable communities".

en.: Sighisoara besides silence

A new world record is attempted in Sighisoara: creating a new General Urban Plan for the city, as well as a new set of local urban regulations, all in about 4 months! Normally, this complex task would require at least one year to complete. Besides, the authorities have not yet informed the local population that in the remaining months of 2005, the future of the town and its people will be decided (for the next 10-20 years).

All signs point to the intention of the authorities and certain interest groups (City Hall employees, investors, construction companies, land owners) to transform and write into law, in record time, the personal interest of those groups. This new neo-feudal governing system forcefully installed itself after 1945/48 and is still in place, even today. This neo-feudalism, which also includes inheriting the Mayor seat from father to son, has created in our town nothing but abuse, destruction, ruin, collective frustrations, and, in the end, an out-migration of the middle class (the average citizen, the petit bourgeoisie, the civil society). All that is left is the low strata (ex-workers, the new serfs), controlled and manipulated by an elite (the lords) socialized during the dictatorship and propelled up in the hierarchy by it and by the aborted 1989 revolution. It is a class legitimized, at best, through local elections, where the common citizen was offered no choices.

In order to satisfy the interests of the new local lords, we run the risk of applying primitive urban planning measures, measures that combine worn-out western models with bad taste and Balkan grossness. We run the risk of compromising, for decades, the way Sighisoara, the Pearl of Transylvania, part of UNESCO World Heritage, will look. The current and proposed practices include: chaotic suburbanization, superkitsch oversized constructions, mostly illegal, villas in green, undeveloped areas (out of town limits?), segregation based on social criteria, and so on. The consequences: Sighisoara, the compact city of 50-60 years ago, will flatten and spread out, like an omelet, loosing its boundaries somewhere in the idyllic corn fields of the rural suburbia.

In this blog, we will present the problems and some potential urban planning solutions for Sighisoara/Schaessburg/Segesvar. The solutions are based on principles and models of good practice of the environmentally-friendly and sustainable urban planning (see Local Agenda 21, Aalborg Charta, StadtumbauOst, European Urbanism, New Urbanism / USA) that will mark the future of western cities.

The problems and solutions presented here don't refer only to Sighisoara. On the contrary, we consider them as being typical, paradigmatic for towns in Transylvania, Romania, and Eastern Europe. This is why a new Urban Plan and a new Set of Urban Planning Regulations for Sighisoara, worthy of the 21st century (prepared by specialists, with the population's participation), would create a precedent in the domain of architecture, urban planning, and built heritage protection in Romania. It would also contribute to stopping the urban planning normally practiced in Romania with the bulldozer and the excavator. We have today the great chance of changing direction in the urban development of our town, to assure Sighisoara a place in the new European urban planning. Our town deserves it, and so do most of its people!

ro.: Sighisoara, dincolo de tacere

La Sighisoara se incearca stabilirea unui nou record mondial: anume elaborarea unui nou PUG si RLU - Plan Urbanistic General si Regulament Local de Urbanism in circa 4 luni de zile! Normal ar fi minim un an de lucru la o asemenea documentatie complexa. In afara de asta, pana acuma, populatia orasului n-a fost deloc informata de autoritati despre faptul ca in aceste luni ale anului 2005 se planifica si proiecteaza viitorul Sighisoarei si a sighisorenilor pentru urmatorii 10-20 de ani.

Toate semnele indica intentia autoritatilor si partilor interesate (angajati ai Primariei, investitori, firme de constructii, proprietari de terenuri) de a transforma in timp record interesele personale ale grupurilor de presiune (vezi sus) in lege. Acest stil de guvernare locala neo-feudala s-a instalat la Sighisoara cu forta dupa 1945/48 si persista pana azi. Acest neofeudalism care include si "mostenirea" postului de primar de la tata la fiu, nu a creat in orasul nostru candva burghez, altceva decat abuzuri, distrugeri, ruine, frustrari colective, saracie si, in definitiv, o emigratie continua a paturilor mijlocii (cetateanul "de rand", burghezia, societatea civila). Raman paturile de jos (fosti proletari, noii iobagi) dirijate si manipulate de catre o elita (noii boieri) socializata in timpul dictaturii si propulsata in posturi datorita acesteia din urma respectiv datorita Revolutiei avortate din decembrie 1989. Este o clasa legitimata in cel mai bun caz prin alegerile locale, unde cetateanului nu i s-a prezentat mai nimic de ales...

Pentru satisfacerea intereselor neo-boierimii se risca prin aplicarea unor masuri urbanistice primitive care imbina modele occidentale perimate cu prostul gust si mitocanismul balcanez compromiterea pe multe decenii a aspectului Sighisoarei, Perla Transilvaniei, patrimoniu UNESCO. Practicile actuale si cele propuse pe viitor: suburbanizare haotica, constructii superkitsch, supradimensionate, in parte ilegale, vile amplasate in arii verzi (extravilan?), ghetto-izare pe criterii sociale) etc... Urmarea: Sighisoara, orasul supercompact de acum 50-60 de ani, se "omletizeaza", pierzandu-si conturul exterior undeva prin lanurile idilice de cucuruz ale suburbiei semirurale.

In acest blog vom prezenta problemele si potentialele solutii urbanistice pentru Sighisoara/Schaessburg/Segesvar. Solutiile se bazeaza pe principiile si bunele practici ale urbanismului ecologic si durabil (vezi Agenda Locala21, Charta Aalborg, StadtumbauOst, Europeean Urbanism, New Urbanism (SUA) - urbanism care marca profund viitorul oraselor in lumea occidentala.
Problemele si solutiile prezentate aici nu se reduc nicidecat la Sighisoara! Din contra, le consideram a fi tipice, paradigmatice pentru orasele din Transilvania, Romania si Estul European. De aceea, un PUG si RLU pentru Sighisoara, demn de secolul 21 (elaborat de specialisti in domeniu, cu participarea efectiva a populatiei), ar crea un precedent in domeniul arhitecturii, urbanismului si pastrari patrimoniului in Romania si ar contribui la stoparea urbanismului practicat cu buldozarul, bascula si betoniera la noi in tara. Avem astazi marea sansa de a schimba macazul dezvoltarii urbane a orasului nostru. Dorim sa asiguram Sighisoarei un loc pe arca noului urbanism european. Orasul o merita - la fel ca si majoritatea sighisorenilor!
